     OTA Formula 4: Elevated Urban Bike Lanes: Target: Reduce heavy road traffic, air pollution, and global warming gasses in overpopulated Philippine cities.  The 'formula':

    [MC consortia of 20-50 members each] partner with [local public works construction companies] as well as [1st World companies involved in manufacture of bikes, e-bikes, e-trolleys, appropriate batteries and solar cells] to form JV cos. that obtain [state-guaranteed loans from world green Funds] at [60-70% project cost] thereby simultaneously building ['instant' nets of elevated lanes above urban road networks overloaded with vehicle traffic] to end [almost 24/7 traffic gridlocks in major Phil. cities] that result to [employee masses' home rest & family bonding hours reduced to near-zero due to hours-long travel time] and [travel costs for both commuters and vehicle operators rising to the roof due to long trips] while crawling and gridlocked vehicles exude [billion-ton level CO2 and nitrous oxide that contribute to global warming]

    What should be the projects' construction design? (a) sites: all major thoroughfares; (b) height of bike lanes: equal to current 'skyways'; (c) width of bike lanes 4-6m depending on width of ground road; (d) night lighting requirements: all lanes provided with roofs equipped with solar cells & batteries for night lighting; (e) traffic safety & comfort requirements: with center divider fences, roundabouts, and pay restrooms at crossings; (f) provision for firefighting: with sufficient side spaces for fire trucks' hoses and ladders; (g) power line safety: with outward side panels to re-position current unsightly power lines and for lane users' safety; (h) 1st income source: entry and exit ramps equipped with electronic ticket readers in appropriate sites.  Tickets may be bought in malls and site booths; (i) 2nd income source: platforms for lease that connect to appropriate side buildings (malls, commercial centers, large office buildings, etc.); (j) 3rd income source: charged e-bike & e-trolley battery replacement stations and guarded parking facilities along roundabouts and platforms; (k) 4th income source: panels for night-lighted advertisements in appropriate sections; (l) 5th income source: leasing of food booths and pay restrooms in 2nd level of public parks connected to elevated lanes; (m) 6th income source: leasing of appropriate sites for bike, e-bike and e-trolley rental stations.  Other income sources for involved MC JVs: Yearly profits in trillions and employment in millions may come from MC/1st World & local company JVs that manufacture bikes, e-bikes, trolleys, batteries and rider accessories (helmets, lights, rider outfits, carriers, backpacks, solar cells supply, facilities equipment, electricals, construction materials, lighted ad boxes, freight elevators, food & consumer products for park booths, ornamental plant boxes all throughout, etc.).

    Mass benefits: (a) millions of jobs created for bottom poor; (b) trillions of pesos in JV income as a consequence of some 10 million elevated lane users (mostly job, shopping & school commuters) each day in capital cities alone; (c) trillions of pesos in dividends and stock price rises for involved shareholding masses, corporations and institutions; (d) more trillions of pesos in tax proceeds and other income for the Phil. govt.; (e) entire urban commuter populations getting healthier & happier thru biking & park-socializing habits; (f) massive employee & commuter mass savings in travel costs & time; (g) cities able to 'breath' again as pollution-belching public transports (currently mostly diesel-fed & aged) transfer to more profitable rural lines where new MC agroforests & factories abound, & replace their engines with ethanol-fed ex-diesels or flex-fuels supplied by MC JVs manufacturing said items.
